This stein was produced by Reinhold Merkelbach as a souvenir item for the German tourist industry.
The shape of the foot rim (curves) indicates it was meant to contain a music box in the base. The decoration on the stein is a traditional scene of a farmer declaring his love to a woman. In his hand he is holding a heart.
These souvenir type steins have been produced in large volumes from the 1950's onwards and such steins are still being produced today.
For collectors they do not have a specific commercial value, and they can be picked up cheaply on many fleamarket or online auction site.
