JLZER HAFERLFEST 1957

I lost most notes and records on many of the steins I acquired while in the military, which happens when you moved every 1-4 years over nearly 32 year period. Unfortunately, this is one of those steins for which notes/records no longer exist. So, if anyone has information on this one, I’d surely appreciate it.
If I recall, this one was special to me as a historical stein that commemorated the Haferlfest is Passau, a city I frequently visited while stationed in Germany. I have since forgotten what all the letters on the stein mean: “JLZER HAFERLFEST 1957”. Obviously 1957 is the year of the fest, but not sure of the connection to the word JLZER?
Also, it would be nice to translate the saying on the lid, and any additional information about this stein and it’s association to the fest.
It’s a really cool stein. The front of stein body, where the letters are located, protrudes outward from the body of the stein quite a bit. And while some may consider the crackling over the entire body of the stein a flaw, I think it adds to its character and charm. It has a nice enamel inlay and intricately designed thumblift.
