Signed in black ink on base - F V Hauten - Bonn. Decoration is hand painted.
The stein is named to (Edward) Carl (Wolfram) Von Selzam (1897 - 1980). He was a German Aristocrat, WWI prisoner of war, Diplomat and possibly involved with German resistance to Hitler. His death in 1980 occurred in Charlottsville, Virgina and he's buried in Oak Hill cemetary in Washington, DC.
The inscription is dated 1921, the same year as the Great Fire at Mettlach. The stein body may was likely made before the fire and part of Van Hauten's stock. Van Hauten was, of course, a finisher. The coat of arms likely is the Selzam's family but I haven't been able to confirm it.
