This character stein was produced by Reinhold Merkelbach. It will have been designed in the second half of the 20th century, so post WW2.
The stein is shaped like a barrel, where the lid is the head of a jester. The jester's hat is a funnel, similar to the famous 'Nürnberger Trichter' (Nueremberg funnel) [link]
This stein was produced in volume for the tourist industry.
