Bottom mark indicates it was made in Switzerland for Black Starr and Gorham. Given the rams head finial, double acorn thumblift, and heart shaped lid, this is from Valais, Switzerland.

I have this same item. Is this a stein? I saw similar items listed as a milk pitcher. I do not have experience with these type of items so what is the criteria for determining what it is. How is this dated?

It would have been originally intended as a pouring stein. It could, of course, have been used for other purposes. It's pretty small (half liter) to be considered a pitcher. Dating is due to several factors, characteristic details, touchmarks, apparent age of pewter, etc. These steins were turned out in relatively large numbers so their not uncommon.
